Who sets the rules
Construction sanitation is regulated provincially under occupational health and safety law — for example, Ontario's Construction Projects regulation (O. Reg. 213/91) and WorkSafeBC's rules in British Columbia. The number of toilets usually depends on the number of workers on site.
